Support the Move Forward Act!

House leadership unveiled H.R. 2 last week called the Moving America Forward Act. This legislation proposes over $1.5 trillion for transportation infrastructure and renewable energy. The House is expected to vote on the bill this week. H.R. 2 includes a massive investment in funding and incentives to facilitate clean fuels, vehicles and alternative fueling infrastructure including:

  •  Extends the tax incentives for biodiesel, natural gas and propane
  •  Extends the tax credit for alternative fueling infrastructure through 2025
  •  Increases the production cap for the EV tax credit and allows credit of $7,000
  •  Provides a new tax credit for zero emission heavy duty vehicles buses
  •  Creates a $500 million a year Zero Emissions Ports Infrastructure Program
  •  Authorizes $3.5 billion a year for EECBG infrastructure Grants
  •  Reauthorizes DERA and the Clean School Bus Programs for over $500 million a year

Wolf Gives DEP until Sept for RGGI Plan

Gov. Tom Wolf announced he is providing DEP a six-week extension to develop a Carbon Pollution Emission Reduction Program covering power plants to allow Pennsylvania to participate in the Regional Greenhouse Gas Initiative.

RGGI is a market-based collaboration among 10 Northeast and Mid-Atlantic states to reduce greenhouse gas emissions while generating economic growth. The RGGI states have reduced power sector CO2 pollution by 45 percent since 2005, while the region’s per-capita GDP has continued to grow.

CARB Adopts Advance Clean Truck Rule

On June 25, the California Air Resources Board (CARB) adopted the Advanced Clean Truck Rule, requiring manufactures to increase their sales of zero-emission medium and heavy duty vehicles. The rule received unanimous support from the CARB Board even though some members expressed reservations about the rule’s aggressive targets and lack of ZEV options for certain some duty cycles.
